The Indira Gandhi National Centre
for the Arts (IGNCA), operating under the Union Culture Ministry as an
autonomous body, has proposed an ambitious project to conduct a nationwide
linguistic survey aimed at creating a comprehensive 'Language Atlas'
of India. This initiative, titled the pan-India Language Mapping Project,
seeks to document and catalogue the diverse languages spoken across the
country, including regional dialects associated with them, in a systematic
manner.
Linguistic surveys, such as the
one proposed by IGNCA, play a crucial role
in recording and understanding the linguistic diversity prevalent among
different communities and regions. Unlike the Census, which offers broad
insights, India has not witnessed a large-scale dedicated survey mapping
linguistic diversity at the district level since the monumental Linguistic
Survey of India conducted before independence by British scholar George
Grierson.
Nearly two decades later, there
is a renewed urgency to undertake a contemporary mapping exercise to preserve
and promote indigenous languages. India boasts rich linguistic pluralism,
encompassing 22 scheduled languages written in 13 different scripts, alongside
hundreds of unlisted dialects at risk of extinction.
The objectives of IGNCA's
proposed survey include enumerating the languages spoken in various states and
regions, creating detailed linguistic maps highlighting language overlaps,
identifying areas dominated by specific languages, and recognizing dialect
continuums and discontinuities. This endeavor involves field studies in over
780 districts, aiming to evolve policy perspectives concerning language
preservation and promotion.
Documenting linguistic diversity
through comprehensive mapping would enhance governance-to-citizen
communication, enrich cultural capital, prioritize vulnerable indigenous
tongues through policy interventions, and formally acknowledge micro language
communities.
IGNCA intends to collaborate with
specialized linguistic institutions like Deccan College and leverage
cutting-edge technologies, including AI, alongside ground surveys, to collate
and analyze complex language data. The ultimate goal is to produce a multi-layered
national language atlas with search functionalities.
By systematically documenting
fragile linguistic assets at the district level, India's extraordinary
linguistic diversity can be more cohesively bound together, contributing
significantly to the country's scientific heritage.

former Prime Minister Indira Gandhi, IGNCA operates as a hub for nurturing,
preserving, and promoting India's cultural resources across various
disciplines. Headquartered in New Delhi, IGNCA's activities encompass academic
research, exhibitions, training programs, and grants supporting cultural
endeavors. With centers across India, IGNCA undertakes projects like cataloging
cultural assets through digital repositories and geospatial mapping to raise
awareness about the rich indigenous knowledge systems prevalent in the country.
