Will Highlight Peacekeeping and International Humanitarian Law
On November 21–22 in New Delhi,
the United Service Institution of India (USI), which was founded in 1870
and is the nation's oldest think tank devoted to military and national security
matters, will hold its Annual UN Forum 2023. The forum this year will focus on
the important subject of "International Humanitarian Law and
Peacekeeping."
Session 1: Using IHL Principles to Maintain
Peace in Difficult Situations
In the first session, the
difficulties and applications of the principles of International Humanitarian
Law (IHL) in UN
peacekeeping operations will be discussed. Special attention will be paid
to situations involving non-state actors and urban combat.
Session 2: Integrating IHL to
Overcome Limitations in Safeguarding Civilian Mandates
In order to overcome these
obstacles by incorporating IHL rules, the second session will examine
limitations pertaining to the preservation of civilian mandates in peacekeeping
operations.
Session 3: Improving Peacekeeper
Protection and Developing Legal Frameworks for Accountability
Participants will look at legal
frameworks in the third session to make sure that peacekeepers who are targeted
are held accountable. The emphasis will be on devising strategies to improve
peacekeeper protection in intricate and unstable circumstances.
Session 4Developing
Gender-Inclusive Peacekeeping Session Four
We'll talk about the significance
of gender-inclusive peacekeeping in the fourth session. The topics of
discussion will include the difficulties encountered by female peacekeepers as
well as methods for ensuring their full involvement in missions.
Session 5: Using Technology to
Support Peacekeeping Operations Effectively
In the fifth session, the use of
technology in peacekeeping will be examined. Specifically, data analytics,
artificial intelligence (AI), and enhanced surveillance will be discussed as
ways to improve the effectiveness of peacekeeping efforts.
Plenary Session: Summarizing
Learnings and Suggestions
A plenary session focused at
synthesizing key lessons will mark the end of the event. Keynote talks will be
given by senior representatives of the Ministry of External Affairs and the
Indian Armed Forces. The forum seeks to offer suggestions for enlightened
discussion on IHL and how it fits within UN peacekeeping missions.
Concluding Remarks: In Search of
Enhanced Peacekeeping
It is expected that the discussions held during the event would aid in the creation of policy frameworks and training materials, which will ultimately improve the efficacy of peacekeeping while defending the safety and rights of both civilians and troops.
