of KALIA Scheme: A Boost for Farmer Welfare:
The Odisha state cabinet has
recently announced the extension of the KALIA (Krushak Assistance
for Livelihood and Income Augmentation) farmer welfare scheme for an additional
three years, spanning from 2024-2025 to 2026-2027. This move comes as a
significant stride towards supporting the agricultural community in the state.
With a substantial budget allocation of Rs 6,029.70 crore during this period,
the scheme is poised to make a tangible impact on the lives of farmers.
One of the notable enhancements
introduced under the extended scheme is the provision of additional financial
assistance of Rs 2,000 for landless agricultural households who have already
received all installments (Rs 12,500) under KALIA. This gesture is aimed at
further bolstering the support system for landless farmer families, ensuring
their economic stability and well-being.
Furthermore, the Odisha cabinet
has granted the state government the flexibility to adjust the release dates of
funds from KALIA, a departure from the previous practice of disbursing
financial aid twice a year, before the Kharif
and Rabi farming seasons. This adaptive approach allows for more effective
and timely distribution of assistance, catering to the evolving needs of the
agricultural community.
In a commendable initiative, the
cabinet has also approved the allocation of free tenements to 515 displaced
families from former East Pakistan (now Bangladesh) and Burma, residing in the Sunabeda municipality area of
Koraput district since 1964. This endeavor seeks to provide these families with
permanent land ownership and titles, ensuring their long-term security and
stability.
Moreover, significant amendments
have been made to the state's semiconductor manufacturing and fabless policy,
particularly concerning mega projects investing over Rs 500 crore. Under the
updated policy framework, such projects can now avail an upper limit of Rs 25
crore per year for seven years towards interest subsidy. Additionally,
provisions for reimbursements related to research and development (R&D) and
skill development expenses have been introduced, fostering innovation and
growth in the semiconductor sector.
In essence, the extension of the
KALIA scheme and the accompanying policy reforms underscore the Odisha
government's steadfast commitment to the welfare and prosperity of its farming
community. By addressing key challenges and fostering inclusive growth, these
initiatives are poised to usher in a new era of agricultural development and
empowerment in the state.
