Road Accident Victims' Cashless Treatment Pilot Program:
The Ministry of Road
Transport and Highways has unveiled a pilot initiative aimed at offering
cashless medical treatment to victims of road accidents.
Commencing in Chandigarh initially, this program is tailored
to guarantee swift medical assistance to accident victims, particularly during
the crucial 'golden hour' following the incident.
As part of this scheme, all road accident casualties within
the Union Territory will be eligible for cashless treatment up to Rs. 1.5 lakh
per individual for a maximum duration of seven days post-accident. The scope of
the program encompasses accidents involving motor vehicles on any road
category.
Significance of Timely Assistance During the 'Golden Hour':
The Ministry, in a press release, highlighted the objective
of establishing an "ecosystem for delivering timely medical aid to road
accident victims, particularly during the golden hour." The 'golden hour'
denotes the critical hour following a traumatic injury, wherein urgent medical
intervention holds the highest potential for preventing fatalities.
Numerous studies have consistently emphasized the possibility
of averting a significant portion of road accident fatalities through prompt
medical intervention within the first hour of the mishap. With India recording
an all-time high of 1.68 lakh road fatalities in 2022, the imperative for
interventions to enhance emergency response and trauma care is glaring
Incorporating Ayushman Bharat Packages:
To ensure comprehensive coverage, the pilot initiative will
integrate trauma and polytrauma packages offered under the Pradhan Mantri Jan
Arogya Yojana (PM-JAY), popularly known as Ayushman Bharat. This integration
will facilitate accident victims to access a diverse array of medical services
without bearing the financial burden.
Operationalization and Funding:
The National Health Authority
(NHA), entrusted with implementing PM-JAY, will serve as the nodal agency for
the road accident pilot project. Working closely with the Chandigarh Police,
city hospitals, and the State Health Agency, the NHA will oversee the
operationalization of the scheme.
Expenses incurred for providing cashless treatment to road
accident victims under the pilot program will be covered by the Motor Vehicle
Accident Fund, established under the Motor Vehicles (Amendment) Act, 2019.
Hospitals administering treatment will submit claims for reimbursement from
this dedicated fund.
Integration of IT Platforms:
To facilitate seamless implementation, an integrated IT platform is under development, merging the functionalities of the Road Transport Ministry's e-DAR (Detailed Accident Report) application and the NHA's Transaction Management System.
