A top-tier committee led by former President Ram Nath Kovind
has proposed a clear plan for moving towards concurrent elections for
Parliament, state assemblies, and local bodies across the nation.
Comprising 22 members, the panel submitted its findings to
President Droupadi Murmu, outlining a two-phase approach to align the election
cycles of these three tiers of governance. The objective is to enhance
governance efficiency, curtail election expenses, and minimize disruptions
arising from frequent polls.
Phase One: Harmonizing Lok Sabha and Assembly Elections
According to the committee's suggestions, the initial phase
entails harmonizing the election schedules of the Lok Sabha and state
legislative assemblies. This would be achieved through a one-time transitional
measure where a designated date is determined by the Union government
immediately following a Lok Sabha election.
All state assemblies with terms set to expire after this
designated date would synchronize their tenures with that of the Lok Sabha.
Consequently, some state assemblies may have shorter terms than the standard
five years, serving as a one-time adjustment to align election cycles.
Phase Two: Incorporating Local Body Elections
The subsequent phase of transitioning to simultaneous
elections, per the Kovind
panel's proposal, involves integrating elections for local bodies –
municipalities and panchayats – into the synchronized cycle. The committee
suggests conducting these grassroots-level polls within 100 days of the unified
Lok Sabha and assembly elections.
To facilitate this, the panel recommends introducing a new
constitutional provision, Article 324A, empowering Parliament to enact
legislation ensuring simultaneous local body polls. Additionally, it advises
amending Article 325 of the Constitution to authorize the Election Commission
of India, in consultation with State Election Commissions, to compile a unified
electoral roll.
