New Chief Electoral Officer appointed in 2024:
The Supreme Election Commission, chaired by Prime Minister
Narendra Modi, has appointed two retired Indian Army (IAS) officers, Gyanesh
Kumar and Sukhbir Singh Sandhu, as the last Election Commissioners of India.
The appointments were made on March 14, 2024, in line with the recommendations
of the board.
Besides Prime
Minister Modi, Union Minister Amit Shah and Lok Sabha Congress leader Adhir
Ranjan Chowdhury are also present in the panel. The appointments were
necessitated due to the retirement of Anup Chandra Pandey on February 15 and
the unexpected resignation of Arun Goel on March 9.
The procedure is about the election:
While the government has praised the elections for promoting
freedom and integrity, the Electoral commission's selection process has faced
criticism from the opposition. Senior Congress leader and member-elect Adhir
Ranjan Chowdhury wrote a letter of complaint questioning the criteria used for
selection of candidates.
Criticism over exclusion of CJI from select committee:
There was also opposition against exclusion of Chief Justice
of India (CJI) by the committee. In a landmark judgment in March 2023, the
Supreme Court ruled that the selection committee to appoint the Prime Minister
should include the Prime Minister,
the Lok Sabha Speaker and the CJI.
However, in December 2023, the government announced the Chief
Electoral Officer and Other Electoral Officers (Ministry of Broadcasting,
Service Procedures and Action Ministry of Labour) Bill 2023, which excluded the
CJI from the electoral commission, sparking criticism.
New Chief Electoral Officer:
Gyanesh Kumar, 1985 batch Kerala cadre IAS officer, retired
as secretary of Ministry of Cooperation in 2021. He holds a bachelor's degree
in economics from Harvard University and a bachelor's degree in technology from
the Indian Institute of Technology, Kanpur.
While serving in the Union Home Ministry, Kumar played a key
role in abrogating Article 370 in Jammu and Kashmir. He also served as
Secretary for Parliamentary Affairs and contributed to the establishment of
Shri Ram Janmabhoomi Teertha Kshetra Trust.
On the other hand, Sukhbir Singh Sandhu is a 1988 batch IAS
officer of Uttarakhand cadre. He retired as chief minister of Uttarakhand in
January 2023 after serving for nearly two years.
Before his current appointment, he held positions as Director at the National Highways Authority of India (NHAI) and as Additional Secretary in the Higher Education department of the Ministry of Human Resource Development.
