Central Committee Proposes Prohibition on 'Aggressive' Canine Breeds:

In a notable initiative aimed at reducing the escalating occurrences of lethal dog assaults nationwide, the central administration has instructed all states and union territories to promptly enforce a ban on the importation, vending, and reproduction of 25 dog breeds classified as "aggressive" and perilous to human safety.

This directive arises from the recommendations of a specialist committee established by the Department of Animal Husbandry and Dairying within the Ministry of Agriculture. The formation of this panel was prompted by mounting anxieties and grievances from civic groups and animal protection organizations regarding severe and occasionally deadly attacks by specific breeds of pet dogs.

Top of the list of prohibited breeds are Rottweilers and Pitbull Terriers, among others. Additionally, breeds such as American Bulldogs, Mastiffs, Tosa Inus, Dogo Argentinos, Fila Brasileiros, and various shepherd dog breeds including the Caucasian, Central Asian, and South Russian ovcharkas have been included. Numerous mastiff breeds like Boerboels, Kangals, and Bandogs have also been barred. The ban extends further to include breeds like the Akita, Rhodesian Ridgeback, Cane Corso, and certain Terrier breeds.

It is explicitly stated in the notification that the prohibition encompasses not only purebred dogs of these breeds but also their hybrids and mixed breed offspring. This essentially eliminates most large, robust guard dog breeds renowned for their aggression.

Owners of existing dogs belonging to the specified breeds are mandated to ensure the sterilization of their pets to prevent further breeding. This measure is intended to facilitate a gradual phase-out of these breeds as pets over time. The directive refers to the advice of the expert panel, which was formed with representation from various stakeholders such as veterinarians, animal behavior specialists, animal welfare organizations, municipal authorities, and civic groups.

The committee's mandate was to pinpoint dog breeds exhibiting excessive aggression or ferocity, particularly prone to fatal attacks on humans, especially when inadequately trained or controlled. It was also tasked with proposing corrective actions to regulate the breeding and trade of such breeds as pets.

Illegal breeding and inadequate training remain major concerns raised by animal rights activists and civic groups. They have long expressed apprehensions about the unregulated breeding of specific dog breeds, particularly by illicit puppy mills and backyard breeders seeking to capitalize on the demand for fashionable, larger breeds as symbols of prestige.

The lack of proper training and socialization of these dogs, combined with irresponsible ownership practices, has led to numerous well-publicized incidents of severe attacks on individuals by pet dogs, sometimes resulting in fatalities. Children and the elderly are particularly susceptible.
