In a
significant development, the central government has issued an order through the
gazette
to allow inter-state transportation of elephant poachers. The move was
welcomed by celebrities, especially Paramekkavu Devaswom, who was one of the
organizers of the Thrissur Pooram and advocated for amendments to the Wildlife
Act to address the shortage of people capturing elephants for various rituals
and ceremonies.
Scarcity
of elephants in captivity:
Scarcity of
elephants in captivity has been a problem for festival people in Kerala,
especially the famous place Thrissurpur Ram in Thrissur needs around 100
elephants to perform various ceremonies. The latest
development is expected to ease the shortage of workers and welfare workers
who have already started preparing for the event, including booking elephants
and making umbrellas for the parade.
Intra-State
Transport Conditions:
A Gazette
notice outlines certain conditions under which elephant poachers may be
transported to other states. The elephant must undergo a health check by a
veterinarian who will issue a health certificate. The owner of the elephant
must send the application form, along with a veterinarian's report, to the
wildlife warden of the state to which the elephant is being transported. The
Forest Officer has seven days to forward the application to an officer not
below the rank of Deputy Forest Director.
Conditions
for exchange:
Exchange of
elephants in captivity is allowed only in three special cases. First, if the
owner of the elephant cannot keep the elephant. Second, whether elephants can
be cared for better than they are now. Eventually the Chief Wildlife Warden
realized that taking better care of the elephants was worth considering.
Requirements:
An
announcement stating that an elephant must accompany the elephant and assist in
transport. For transportation, a health certificate must be obtained from the
competent authority stating that the elephant is disease-free and in good
health. Additionally, captured elephants must be isolated for a certain period
of time after transplantation.
