Initiated on
India's eastern seaboard, the bilateral Humanitarian Assistance and Disaster
Relief (HADR) exercise "Tiger
Triumph-24" brings together the Indian and United States (US) navies.
Running for a week starting March 18, 2024, the exercise sees participation
from various assets of the Indian Navy, Army, and Air Force, alongside US Navy
warships, Marine Corps, and Army troops.
Origins
of the India-US Maritime Relationship:
The strong
maritime bond between the US and Indian navies traces back to the Indian Ocean
tsunami on December 26, 2004. This tragic event, triggered by an undersea
earthquake, claimed around 250,000 lives across 14 countries in the Indian
Ocean region. Responding swiftly, the Indian Navy dispatched ships for
humanitarian missions, while the US Navy sent naval flotillas to join efforts
with the Indian Navy in HADR operations.

Learned from the 2004 Tsunami:
The reaction
to the 2004 tsunami underscored the importance of specialized equipment and
capabilities for Humanitarian
Assistance and Disaster Relief (HADR). While the Indian Navy exhibited
courage and resourcefulness in deploying its assets, the US Navy showcased
advanced HADR capabilities, including desalination plants, rapid action medical
teams, floating hospitals, and cultural experts.

Triumph-24 Exercise:
Tiger
Triumph-24 aims to enhance interoperability between US and Indian forces
for conducting HADR operations and refine Standard Operating Procedures (SOPs)
for seamless coordination.
The
exercise comprises two phases:
During the
Harbour Phase (March 18-25, 2024), activities will include training visits,
expert exchanges, sports events, and social interactions.
Sea
Phase: Following the
Harbour Phase, ships with embarked troops will engage in maritime, amphibious,
and HADR operations.
Assets
Involved:
The Indian
Navy contributes ships with integral helicopters and landing crafts, while the
Indian Army provides personnel and vehicles. The Indian Air Force also deploys
aircraft.
The US
military participates with Navy warships, accompanied by Marine Corps and Army
troops.
India-US
Defence Cooperation:
Ahead of the
exercise, Indian Defence Minister Rajnath Singh and US Secretary of Defence
Lloyd Austin discussed defence cooperation. Secretary Austin acknowledged the
Indian Navy's role in anti-piracy operations. They explored implementing the
India-US Defence Cooperation Roadmap and cooperation on defence industrial
issues.
